Selection
RATIONALE
1.
It is the responsibility of Metropolitan East School
Sport Board (MESSB) to identify and select students, team officials and
regional convenors in order to facilitate this
region’s involvement in the representative sport program. It is the aim
of each regional team to perform at its highest level of ability.

POLICY
1. Selection of convenors,
managers, coaches and trainers for regional teams will be determined annually
by a panel appointed by
Metropolitan
East
School
Sport Board. The following criteria will be used to assist the Regional
Officials Selection Panel when making appointments to regional sport
positions. These criteria may also be rank ordered and/or weighted.

For
team events, two officials will be appointed except for the sports of
Rugby League, Rugby Union and Australian Football where an additional
manager (trainer) may be appointed.
3.
For individual event teams, eg,
swimming, track and field, cross country and triathlon, two officials will be
appointed for up to 30 team members with an additional official appointed for
every additional 20 students (or part thereof). Athletes with
disabilities when selected will require a teacher-student ratio relative to
the accommodation arrangements and level of support required by the
students. This will be determined at the team selection.
4.
First preference for selection as convenors,
managers and coaches of regional teams will go to teachers. People other than teachers may be appointed to these positions subject to
approval by
Metropolitan
East
School
Sport Board.
5.
One official accompanying each team must be a teacher.
6.
Where officials of the team are of the opposite gender to
the team, it is required to appoint a member of the same gender (eg, a
parent) officially designated as an assistant manager to help as required.
PROCEDURES
1. Selection Procedures:
1.1.
The selection panel will
comprise:
1.1.1. The Regional School Sport
Officer (RSSO)
1.1.2. The Chair of Metropolitan
East Secondary School Sport and
1.1.3.
The Chair of Metropolitan
East Primary School Sport
plus any other
representatives as determined by MESSB.
1.2.
Application forms will be
distributed in Semester 2 of the year prior to the
championships.
1.3.
Applications will be accepted on
the approved application form by the RSSO prior to the
closing date.
1.4.
Applicants must:
1.4.1.
satisfy the required
standards
1.4.2.
be prepared to abide by MESSB
policies and procedures
1.4.3. attend a mandatory briefing
session.
1.5.
All positions will be appointed
by the Regional Selection Panel prior to the end of the
year.
1.6.
All applicants will be notified
of the status of their application prior to the end of the
year, where
possible.
1.7. Grievances against the selection
process should be directed to the RSSO.
2. Teachers in manager/coach/trainer positions shall be
eligible for a meals allowance and apparel subsidy, subject to Education
Queensland
audit requirements. This will be determined yearly by MESSB.
3. Teacher attendance at school sport activities will only
be with permission of the principal of the school.
4. TRS coverage is available for state school teachers
involved in the regional representative sport program as follows:
4.1. 100% Regional Convenor for only one day of
the regional trial
4.2. 100% Regional
Team Manager/Coach/Trainer at the State Championships
4.3 100% State or National Carnival Official
appointed by MESSB
MESSB may vary the allocation as
required.
5. Teacher relief for non-state teachers in primary schools
is available on application to the RSSO from the Non-State TRS Pool.
SELECTION OF REGIONAL TEAMS
POLICY
1. Regional teams will be selected for
QPSS and QSSS approved championships or other competitions with
the specific approval of the Board.
2. Regional representative teams will be selected at
regional trials convened primarily for that purpose.
3. The regional team must be selected and announced at the
conclusion of the regional trial. Train-on squads must not be named.
4. Students are considered eligible for selection if:
4.1.
they participate in the regional trial
4.2.
they commit to
full participation at the State Championships
4.3.
they are absent at a sporting event at
a higher level
4.4.
have presented
a letter to the convenor prior to the trials containing:
4.4.1.
a medical certificate identifying illness or injury and
4.4.2. a record of prior achievement in that sport.
5. If an athlete in an individual event at a regional trial
is disqualified in an event, that athlete is ineligible for selection in
a Metropolitan East team in that event.
6. In 12 Years and Under Trials, students aged 10 years or
11 years may be selected but preference should be given to 12
year old students if both are of equal ability.
Participation in the regional trial is open only to students
eligible for selection in the regional team. For sports
other than Track and Field, Swimming and Cross Country, 13 year
olds in primary schools should attend the district trial of the
nearest state high school unless the student's primary school
has a secondary department. 12 year olds in secondary
schools should attend the district trial for the nearest state
primary school unless the student's secondary school has a
primary department.
6.1. For Track & Field and
Swimming trials the following procedures will apply:
6.1.1. 13 year old primary students wishing to be selected in the
regional team must attend the trial for
their primary district.
6.1.2. The
times and distances recorded at that trial will be used to select a team of
primary school 13 year
olds to attend the secondary schools regional
trial.
6.1.3. The same qualifying conditions as for secondary school students
would apply.
6.1.4. The group would participate as an additional district with
13 year olds only and compete against
secondary school 13 year olds for
regional selection.
6.1.5. For the operation of the computer program, it is
suggested that the student be attached to the
nearest high school to receive
a school number.
6.1.6. No 13 years events will be conducted at the primary
schools regional carnival.
6.1.7. Primary district trials will need to be
conducted before the secondary regional trial and in time for
close of
nominations to the secondary trial.
6.2.
For Cross Country trials
the following procedures will apply:
6.2.1. 13 year old primary students will attend the primary
regional cross country trials as per previous
years.
6.2.2. A team will be
selected from the trial (under the same qualifying conditions as the
secondary
students) to attend the regional secondary cross country
trials. These students would compete against the
secondary students for
selection in the regional secondary team.
6.2.3. Primary district trials will need to be
conducted before the secondary regional trial and in
time for
close of nominations to the secondary trial.
7. Students are eligible to trial for only one team in one
sport on a given selection trial day.
8. The selection panel will be comprised of regional
officials together with district teacher representatives. Other
suitably qualified approved non-teaching personnel (appointed by the
convenor) may be considered for inclusion on the selection panel as advisors,
but they have no voting rights.
9. The selection panel will:
9.1. be drawn from regional officials
and one teacher nominee per district
9.2. be formed at a
pre-trial meeting and operate for the duration of the trial
9.3. be chaired by the regional convenor. The regional
coach, if present, will be a member of the selection
panel and will have the casting vote in the event of a
deadlock
9.4. determine prior to the trial the criteria for
selection. These are to include:
9.4.1. number of students chosen
9.4.2. number of shadow players
9.4.3. minimum time on playing field during selection
9.4.4. procedures for dealing with students who are
eligible for the trial but did not participate
9.5. announce the
selection procedures to all participants prior to the commencement of the trial
9.6. advise all participants
if an absent student has been deemed acceptable by the selectors for
consideration for selection in the regional team
9.7. submit a written report to the RSSO on the selection process and justify the inclusion of
non-participants.
10. Any variation of the stated policy must be approved by Metropolitan East School
Sport Board.
PROCEDURES
1. Students selected shall be informed
that participation time at the state championships will depend
on their form at the championship. This will be at the
discretion of the regional coach who should take into account
equity issues in relation to participation.
2. In the case of a student withdrawing from a regional
team, the replacement player must come from the shadows identified by selectors
at the regional trial. If no shadow players were chosen or none is available,
then the replacement player must have participated at the regional trial or
met the criteria of #4 above.
3. Districts within the region should, where possible, send
a representative team to the regional selection trials.
4. If this is not possible, a district may nominate
individual students to attend a trial subject to appropriate levels of
supervision. Early notice must be given to the regional convenor. If a student/s
from a district attend/s an approved regional trial, a supervising teacher
must be in attendance.
5. The regional convenor will coordinate, prior to the
carnival, teacher supervision which will be on the basis of one teacher per
district competing at the trial. The convenor has the authority to
determine if supervision is adequate and that the trials can be conducted
safely.
6. The convenor has the responsibility to conduct a
risk assessment and take appropriate action.
7. The district staff member would normally be the
district convenor or a replacement teacher organised by the district
convenor.
8. All District Officials should receive a copy of and
become familiar with this policy prior to the start of competition.
